Organisational Development & Internal Accountability Expert (Anticipated Position)

Background:

Navanti is looking for an Organisational Development & Internal Accountability Expert to work with our multidisciplinary team who can produce institutional and organizational analysis of police institutions relevant to police deployment effectiveness. Candidates are expected to have theoretical and experiential knowledge of research methods such as stakeholder interviews and validation sessions, and be able to evaluate data from multiple sources. Candidates are preferred to have knowledge of Somalia (or other fragile/conflict-affected contexts) with respect to supporting security sector and/or public institutions on organisational reform, control systems, or performance frameworks. The candidate will draft organisational findings and implementable recommendations (including risk mitigation, accountability strengthening, and performance monitoring arrangements).


Desired Skills and Experience:

  • Strong institutional assessment and organisational diagnostic skills, including process mapping and control environment review
  • Strong drafting and facilitation skills (stakeholder interviews, validation sessions)
  • ICT skills in secure data handling, document production, basic data review
  • Minimum 8 years of relevant experience in organisational development, institutional reform, internal accountability, integrity systems, or performance management (public sector and/or security sector)
  • Proven experience of minimum 2 years in assessing or strengthening internal accountability mechanisms (complaints, discipline, professional standards, internal audit/inspection, internal investigations)
  • Demonstrated experience in at least two assignments supporting security sector and/or public institutions on organisational reform, control systems, or performance frameworks
  • Experience of minimum 2 years in fragile/conflict-affected settings (Somalia and/or comparable contexts) is an asset

Education:

  • University degree in public administration, management, organisational development, law, political science, or a related field. A Master’s degree or higher is preferred

Language:

  • Full professional proficiency in oral and written English
  • Knowledge of Somali is an advantage
