Team Leader / Police Deployment & Operations Monitoring Expert (Anticipated Position)

Background:

Navanti is looking for a Team Leader / Police Deployment & Operations Monitoring Expert to work with our multidisciplinary team who can lead the team in end-to-end monitoring research. Candidates are preferred to have knowledge of Somalia with respect to law enforcement operations, police advisory/monitoring, security sector reform, or police oversight/inspection functions. Candidates should have theoretical and experiential knowledge of social science field research methods as applied in the region and be able to critically review and analyze data from multiple sources. The candidate will be responsible for overseeing quantitative and qualitative primary field data collection, review and quality control of data, cleaning, processing, analysis and visualization, supplementary secondary source research, and writing and presenting analytical products.

Desired Skills and Experience:

  • Working knowledge of Somali context and/or ability to work effectively through interpretation for field engagement
  • Strong leadership, planning, and quality-control skills; proven ability to manage multi-disciplinary teams.
  • Strong analytical, drafting, presentation, and reporting skills
  • ICT skills commensurate with the scope of the assignment (secure data handling, document production, basic data review)
  • Familiarity with use-of-force governance, accountability safeguards, and practical mitigation measures in operational environments.
  • Minimum 10 years of relevant professional experience in law enforcement operations, police advisory/monitoring, security sector reform, or police oversight/inspection functions
  • Proven experience of minimum 5 years in monitoring and/or advising on police deployment and operational performance (e.g., deployment planning, public order management, patrol operations, incident response, community-oriented policing)
  • Demonstrated experience in at least two assignments involving operational assessments, monitoring/verification, or evaluation of policing/security deployments (public sector and/or international clients)
  • Experience working of minimum 3 years in fragile/conflict-affected environments, preferably in Somalia and/or comparable contexts in the region

Education:

  • University degree in law, policing/public security, criminology, public administration, or another relevant discipline. A Master’s degree or higher is preferred.

Language:

  • Full professional proficiency in oral and written English.
  • Knowledge of Somali is an advantage
