Project Overview

The assignment aims to implement and promote comprehensive Gender Responsive Business Approaches (GRBAs) in Jordanian Small and Medium Enterprises (SMEs). The objective is to enhance equal economic integration for women and men—with a special focus on women—within enterprises and across business value chains. By supporting 100 SMEs to adopt GRBAs, the project intends to foster more inclusive workplaces, drive innovation and efficiency, and secure long-term profitability.

Role Description

We are seeking a dynamic and experienced Team Leader to oversee the advisory packages, manage project teams, and coordinate the implementation of GRBA practices with SMEs. The ideal candidate will bring extensive expertise in women’s economic empowerment and gender-responsive business development, as well as a proven track record in managing development cooperation projects. This role involves leading work package implementation, ensuring financial and reporting compliance, and engaging with GIZ, local partners, and other key stakeholders.

Key Responsibilities

  • Advisory Package Oversight: Assume overall responsibility for the advisory packages provided by the contractor.
  • Project Coordination: Manage and coordinate work packages and milestones, including the inception phase, assessment and preparation, the development and implementation of GRBA practices with SMEs, and subsequent communication and dissemination activities.
  • Staff Management: Identify the need for short-term assignments within the available budget, plan and manage these assignments, and provide support to other experts.
  • Monitoring: Ensure that monitoring procedures are rigorously carried out.
  • Financial Oversight: Check the use of funds and engage in financial planning in consultation with the officer responsible for the commission at GIZ.
  • Strategic Support: Assist the GIZ officer in updating or adapting the project strategy, conducting evaluations, and preparing for a follow-on phase.
  • Reporting: Prepare and submit regular reports in accordance with deadlines and GIZ requirements.
  • Fund Management: Oversee the proper use of technical assistance/incidentals funds and coordinate planning with the relevant GIZ officer.
  • Advocacy and Representation: Represent and advocate for the project and its objectives in external settings.

Minimum Qualifications

  • Education: Master’s degree in economics, business administration, or gender studies.
  • Language Proficiency:
    • English at C1 level
    • Arabic at C2 level (as per the Common European Framework of Reference for Languages, CEFRL)
  • Professional Experience:
    • A minimum of 8 years of experience in the area of women’s economic empowerment in the private sector.
    • At least 6 years of professional experience in developing and delivering gender-responsive business development services for the private sector.
    • A minimum of 3 years of management experience in projects, companies, or organizations, with disciplinary leadership responsibility for at least 3 people.
    • Over 8 years of professional experience in MENA countries, including a minimum of 6 years in Jordan.
    • At least 8 years of experience in development cooperation projects.
