Short-Term Technical Assistance Expert - General Interest

Background:

Navanti is seeking Short-Term Technical Assistance (STTA) Experts across various sectors to contribute to the implementation of humanitarian and development activities.

Ideal STTA Experts should have a deep understanding of their respective field and experience across both third-party monitoring (TPM) and the monitoring, evaluation, and learning (MEL) spectrum. TPM focuses on providing independent oversight and validation of program activities by ensuring that data is collected, verified, and analyzed from the field in real-time. This allows donors and implementing partners to assess the quality, effectiveness, and compliance of their projects in various environments, especially in hard-to-reach or non-permissive areas.

In addition to TPM, MEL activities may involve developing and implementing MEL plans, conducting monitoring activities, performing data quality assessments, leading evaluations, and engaging in capacity-building efforts. High-performing STTA experts will apply their technical skills, knowledge, and experience to foster a culture of innovation, accountability, and integration in development and humanitarian settings.

STTA experts may be required to travel internationally for short-term assignments to conduct fieldwork, collaborate with Navanti’s local teams, and ensure the accurate and timely collection of data in challenging contexts. Navanti’s STTA network rapidly mobilizes and adapts to evolving contexts and client needs, offering flexible support to organizations and programs as required.

We are looking for individuals with expertise in the following sectors and topic areas:

  • Water, Sanitation, and Hygiene (WASH)

Upon receiving an STTA Work Order, Navanti will assign an appropriate lead to oversee the STTA network based on the technical requirements of the project.

Desired Skills:

  • Advanced degree in a relevant field.
  • Proven experience in TPM and/or MEL activities, including creating MEL plans, conducting monitoring activities, performing data quality assessments, leading evaluations, and facilitating learning agenda activities.
  • Strong qualitative and quantitative data collection and analysis skills; proficiency in relevant software such as SPSS, Stata, NVivo, or others preferred.
  • Experience working with international development organizations and local stakeholders in evaluation processes.
  • Ability to adapt to different cultural and operational environments, with experience working in field-based contexts.
  • Knowledge of program cycles and evaluation policies in humanitarian and development contexts.
  • Specific experience in one or more of the following sectors: Agribusiness, Education, Health, Humanitarian Assistance, Peace, Democracy, and Governance (PDG), and Water, Sanitation, and Hygiene (WASH).
  • Excellent communication, writing, facilitation, and presentation skills.
  • Willingness to undertake short-term international travel for fieldwork and collaboration with local teams.
  • Fluency in spoken and written English is required.
