Task Order Manager (TOM) - USAID/CPS, Learning and Organization Development (LOD)

Background:

Navanti is seeking a highly experienced Task Order Manager (TOM) to oversee all contractor work performed under a project supporting The U.S. Agency for International Development, Bureau for Conflict Prevention and Stabilization (USAID/CPS) with Learning and Organizational Development (LOD). This project supports timely technical assistance to enhance staff capacity and organizational effectiveness through professional development, logistical support, and knowledge management solutions. The Learning and Organizational Development (LOD) project provides needs assessments, training design and delivery, organizational interventions, and coaching resources to improve management and leadership skills. The Task Order Manager (TOM) will play a key role in ensuring the successful execution of these initiatives, directly contributing to USAID/CPS’s mission in peacebuilding, conflict prevention, stabilization, and transition activities.

Core Responsibilities:

  • Primary Point of Contact: Serve as the single point of contact for the TOCO and TOCOR, maintaining regular communication and providing updates on project progress.
  • Team Leadership: Lead a senior-level team, ensuring all deliverables meet quality standards and project deadlines.
  • Communication Strategy: Develop and implement a communication plan to streamline interactions and set clear expectations for internal and external stakeholders.
  • Collaboration: Work closely with TOCOR to understand training and organizational development needs, developing strategies based on workforce needs, existing resources, and stakeholder input.
  • Project Planning: Oversee the creation and implementation of project plans, including scope, schedule, resources, deliverables, and success metrics. Ensure ongoing improvement and adaptation to evolving demands.
  • Training Management: Lead large-scale training delivery efforts, potentially including instructional design, course development, coaching, and job aid creation.
  • Performance Analysis: Analyze project metrics to assess the efficacy of training solutions and suggest improvements as necessary.
  • Availability: Be available via phone between 8:30 am and 4:30 pm EST, Monday through Friday, and respond to technical issues within 48 hours of notification.

Necessary Qualifications:

  • Bachelor’s degree required; Master’s preferred in project management, organizational development, or a related field.
  • Minimum 5 years’ experience managing training contracts, including financial management, invoicing, and reporting.
  • 5+ years’ experience in Learning and Development and Change Management.
  • Demonstrated experience as a Project Manager/Task Order Manager, offering proactive solutions and innovations to enhance client training functions.
  • Strong problem-solving, organizational, customer service, and interpersonal skills.
  • Proven ability to balance big-picture thinking with attention to day-to-day details and deliverables.
  • Excellent written and verbal communication skills, with a focus on quality and collaboration.
  • Experience in managing large-scale training delivery with a strong emphasis on project and change management.

Preferred Qualifications:

  • Strong familiarity with USAID or other similar U.S. government contracts.
  • Ability to travel as needed for in-person meetings or training delivery.
