Background:
Navanti is seeking a Management Analyst to support an anticipated project for the U.S. Coast Guard's Office of Boat Forces (CG-731). This role involves providing comprehensive analysis and strategic recommendations regarding the office’s structure, delegation of duties, and staffing levels. The Management Analyst will focus on optimizing Boat Force capabilities, coordinating budgetary efforts, and representing Coast Guard policy to a wide range of stakeholders. Additionally, the position requires conducting special studies, performing performance analyses, and offering input throughout the resource management cycle. The ideal candidate will possess strong analytical, communication, and organizational skills, with a deep understanding of workforce management and U.S. Coast Guard operations.
Navanti will support The Office of Boat Forces (CG-731) in a review of the office structure, delegation of duties, and will evaluate the adequacy of existing staffing levels to manage the following functions:
- Boat Force Capability Structure - Develop an optimal Boat Force capability structure; oordinate force distribution and create boat capability decommissioning plans and schedules; evaluate and analyze authorities, capabilities (boats and personnel), competencies (skills and knowledge), capacities, and partnerships necessary to meet Boat Force mission requirements.
- Budget Coordination - Act as Headquarters Planning Coordinator (HQPC) for all assigned multi-mission boat resources; comply with all planning, programming, and budgeting requirements as outlined in the U.S. Coast Guard Planning and Programming Manual (COMDTINST M16010.1 series); request and execute authorized funding and resource allocation decisions aligned with the Strategic Plan for Boat Forces.
- Policy Representation - Represent U.S. Coast Guard operations policy and capability requirements to various stakeholders, including the Administration, Congress, federal, state, local, academic, international, and private sector entities.
- Special Studies & Performance Analysis - Conduct special studies and performance analyses; develop position papers and prepare briefing and meeting materials for strategic-level decision-making, as well as support decision-making at operational and tactical levels.
- Resource Management Cycle - Provide input on Coast Guard operations policy and capability requirements throughout the resource management cycle, from mission performance assessment to gap analysis, capability requirements generation, and budget execution.
- Data Feed Management - Ensure both internal and external data feeds necessary for representing, analyzing, and generating requirements for Coast Guard operations are efficient and effective.
- Organizational Structure - Establish operating guidelines, staffing requirements, and an overarching organizational structure for all Stations and Aids to Navigation Teams (ANTs).
- Oversight of Boatswain Mate Rating - Provide oversight to the Boatswain Mate (BM) Rating in conjunction with the Office of Cutter Forces, the Office of Deployable Specialized Forces, and the BM Rating Force Master Chief.
Responsibilities:
- Gather, analyze, and interpret data to accurately assess the current state of employees, growth, skills, and organizational health.
- Perform an activity analysis to assist leadership in making staffing decisions.
- Gather information on workforce mix, retention, and rotation.
- Document the current state of employees, growth, skills, and organizational health based on the activity analysis.
- Review current and planned work efforts and upcoming projects.
- Conduct interviews, review resources and doctrine, and validate workload data.
- Identify workforce management, development, and training activities necessary for the Office of Boat Forces.
- Identify and document mission capability gaps to support resourcing and requirements decisions.
- Propose recommendations for organizational structures and changes to business processes, equipment, tools, and technological advancements.
- Draft and deliver a comprehensive Final Workforce Analysis Report, addressing all stakeholder concerns and establishing final workforce requirements.
Experience Requirements:
