Position Overview
Navanti Group is seeking an experienced Program Manager to support an anticipated U.S. Department of Transportation executive coaching program serving senior leaders across DOT’s 11 Operating Administrations.
The Program Manager will serve as Navanti’s primary point of contact for DOT and oversee program implementation, scheduling, administration, staffing coordination, quality control, communication, and performance reporting. This is primarily a program-management position. An International Coaching Federation credential is not required unless the selected individual will also provide coaching services.
Work is expected to involve substantial virtual program coordination. Candidates must also be available for occasional in-person meetings or program activities in the Washington, DC metropolitan area, as required.

Responsibilities
- Serve as the primary point of contact for the DOT Contracting Officer’s Representative, DOT Program Manager, coaches, subcontractors, and other authorized stakeholders
- Lead the program kickoff meeting and support development of the implementation approach
- Coordinate coaching requests, participant intake, coach-client matching, scheduling, reassignment, and engagement tracking
- Monitor coach availability, workload, capacity, and surge coverage across DOT’s 11 Operating Administrations
- Maintain program schedules, staffing trackers, action-item logs, risk and issue logs, quality-control records, and other program documentation
- Coordinate individual coaching, team coaching, leadership assessments, and participant-development activities
- Monitor engagement status, coaching hours, completion, and contractual performance without accessing or disclosing confidential coaching discussions
- Maintain appropriate separation between program reporting and confidential coach-client information
- Prepare program status reports, implementation materials, meeting documentation, performance summaries, and executive briefings
- Identify scheduling, staffing, service-quality, confidentiality, or performance concerns and coordinate corrective action
- Maintain timely communication with DOT and Navanti leadership
- Support coach onboarding, staffing continuity, succession planning, and surge-capacity management
- Ensure program activities comply with applicable contract requirements, privacy requirements, and professional coaching standards
Required Qualifications
- At least five years of experience working in the federal government
- Demonstrated program, project, operations, human-capital, workforce-development, training, leadership-development, or organizational-development experience
- Experience coordinating multiple stakeholders, schedules, resources, deliverables, and priorities
- Strong written and verbal communication skills
- Experience preparing implementation plans, status reports, meeting materials, trackers, and management briefings
- Demonstrated ability to work with senior leaders and handle sensitive or confidential information
- Proficiency with Microsoft Teams, Outlook, Word, Excel, PowerPoint, SharePoint, and related collaboration tools
- Availability and capacity to support the anticipated period of performance
Preferred Qualifications
- Experience supporting members of the Senior Executive Service, GS-15 leaders, political appointees, or comparable senior executives
- Experience managing an executive-coaching, leadership-development, mentoring, training, or human-capital program
- Experience coordinating professional coaches, consultants, facilitators, trainers, or subject-matter experts
- Experience administering participant intake, matching, scheduling, engagement tracking, and performance reporting
- Familiarity with leadership assessments, 360-degree feedback, Executive Development Plans, or Individual Development Plans
- Experience supporting federal contracts, task orders, blanket purchase agreements, or similar acquisition vehicles
- Project Management Professional certification or other relevant program-management credential
- Familiarity with International Coaching Federation standards and ethics
