Background:
Navanti is seeking experienced Field Managers to support the Nigeria Third Party Monitoring Project (NTPMP), a critical initiative assisting USAID/Bureau for Humanitarian Assistance (BHA) by providing independent, verifiable data on the outputs and quality of its humanitarian assistance activities. Due to the non-permissive environment in Nigeria, where USAID/BHA staff cannot visit activity sites, the NTPMP is responsible for ensuring oversight and accountability of implementing partners, mitigating risks, and improving the delivery of goods and services.
As Field Managers, you will oversee the coordination and implementation of field-level monitoring activities for USAID’s humanitarian programs in Nigeria. You will be responsible for managing all aspects of field-based monitoring operations, ensuring that data is collected accurately and effectively, and ensuring the safety and security of monitoring teams in challenging and dynamic environments.
Your role will be key in providing timely, actionable insights to USAID/BHA and implementing partners, ensuring that programs are being executed effectively, efficiently, and in alignment with USAID’s priorities and standards.
Core Responsibilities:
- Field Operations Management:
- Oversee and coordinate the daily operations of monitoring activities in the field across Nigeria, ensuring that all monitoring activities are conducted in accordance with NTPMP guidelines and USAID standards.
- Develop and implement field-based monitoring plans, ensuring flexibility and responsiveness to changing security conditions or program requirements.
- Supervise enumerators, ensuring that they are adequately trained and supported in conducting field monitoring, data collection, and reporting.
- Coordinate logistics for field activities, including travel arrangements, accommodation, and ensuring safe and secure field operations.
- Data Collection and Verification:
- Ensure the accurate and timely collection of monitoring data from a variety of field sites, including remote and hard-to-access locations.
- Conduct regular quality assurance checks on data collected to ensure integrity and consistency.
- Support the Data Analysts in conducting data analysis and reporting, ensuring that monitoring results are synthesized into clear, actionable recommendations for USAID/BHA and implementing partners.
- Work closely with the Data Analysts to produce field reports, documenting monitoring activities, key findings, and challenges, and communicate these findings to stakeholders in a clear, concise, and timely manner.
- Security and Risk Management:
- Work closely with the Security Manager to assess and mitigate risks in the field, ensuring that all monitoring activities are conducted safely and securely.
- Develop and implement security protocols for field staff, ensuring adherence to safety guidelines and situational awareness at all times.
- Coordinate closely with security teams to ensure the safety of monitoring personnel during site visits, including managing emergency response procedures when necessary.
- Coordination and Stakeholder Engagement:
- Support the Field Director to build and maintain strong relationships with local partners, government officials, and community stakeholders to facilitate access to field sites and improve monitoring coverage.
- Ensure smooth coordination between the field teams and the central project office, reporting on progress and any issues arising from field activities.
- Capacity Building and Training:
- Provide technical support and training to field staff and local partners on monitoring methodologies, tools, and reporting requirements.
- Continuously assess the capacity of field staff and partners, providing additional training or resources as needed to improve monitoring effectiveness.
- Mentor junior field staff and consultants, fostering a collaborative and supportive environment.
- Adaptation and Continuous Improvement:
- Continuously evaluate the effectiveness of field operations, making adjustments to monitoring strategies, tools, and processes as needed to improve performance and impact.
- Work with the Senior Learning Advisor to ensure that lessons learned from the field are integrated into future monitoring activities, contributing to the ongoing improvement of the monitoring system.
- Lead the adaptation of monitoring approaches in response to changing field conditions, program needs, or security dynamics.
Necessary Qualifications:
- Nigerian citizen/resident required.
- Master’s degree in international development, social sciences, security studies, or a related field.
- A minimum of 5 years of experience in field management or monitoring and evaluation roles supporting international development programs, particularly in humanitarian or USAID-funded projects.
- Proven experience working in challenging and dynamic field environments, particularly in conflict zones or areas with limited infrastructure.
- Experience with Third-Party Monitoring (TPM) projects, preferably in Nigeria or other conflict-affected regions.
- Demonstrated experience managing teams and coordinating field-based operations in remote or high-risk locations.
- Familiarity with monitoring methodologies, data collection tools, and reporting standards used in USAID-funded programs.
- Strong security awareness with experience in managing risks and implementing safety protocols in the field.
- Excellent communication and interpersonal skills, with the ability to effectively engage with a range of stakeholders, including local partners, USAID staff, and field teams.
- Proficiency in Google Workspace and Microsoft Office (Word, Excel, PowerPoint) and experience with monitoring and evaluation software or platforms.
- Fluency in English is required.
- Willingness to travel frequently and work in remote or high-risk areas across Nigeria.
Preferred Qualifications:
- Familiarity with USAID/BHA monitoring frameworks and reporting requirements.
- Fluency in local Nigerian languages (e.g., Hausa, Kanuri, etc.) is an asset.
- Experience managing field-based security operations and coordinating with security teams.
- Experience with remote monitoring tools and technologies, including mobile data collection platforms.
Security and Travel Considerations:
- The role requires frequent travel to field sites across Nigeria, including areas that may be affected by conflict, instability, or other security risks.
- Field staff must adhere to all safety protocols, ensuring the security of both monitoring teams and project assets.
- Emergency response and evacuation protocols will be in place to ensure personnel safety in high-risk situations.
