Background:
Navanti has a need for a Finance Officer to support our USAID/Nigeria Monitoring, Learning, and Evaluation (MEL) Support Activity Team in Abuja, Nigeria. This program assists USAID/Nigeria in advancing its broader organizational learning and development efforts. This program will further strengthen the mission's capacity and performance in programmatic monitoring, evaluation, learning, collaborating, and adapting. The MEL Support Activity will closely align with USAID/Nigeria's Country Development Cooperation Strategy (CDCS) and provide a broad range of specialized technical assistance, training, data gathering and analysis, field-based monitoring, evaluations and assessments, facilitation of organizational learning and adaptation initiatives, and short-term technical assistance.
Principal Duties and Responsibilities (Essential Functions):
- Support the processing of accounting transactions according to the Generally Acceptable Accounting Principles and adhere to home office field accounting manual procedures.
- Prepares payments by verifying documentation for approvals and requesting disbursements.
- Assist in all aspects of project accounting and financial management.
- Follow USAID and MEL policies, procedures, and regulations in analyzing all financial information.
- Ensure that accounting transactions are accurately entered into the computerized accounting software Deltek Costpoint.
- Ensure the maintenance of proper accounting documentation and filing.
- Manage the petty cash under supervision of the Finance Manager.
- Submit monthly VAT filing based on monthly turnover.
- Vendor onboarding and business spend management through procurement and AP automation system.
- Support processing of payroll each month and prepare salary receipt/payroll forms, as well as the Provident Fund withholdings and employer contributions
- Liaise with Regulatory Authorities on employee Taxes and mandatory deductions (Pension & NSITF) ensuring compliance by remitting prompting monthly, as required.
- Assist with financial audits.
Job Qualifications and Skills:
- Bachelor’s degree in accounting or related field required.
- Certification of Chartered Accountants or local equivalent desirable.
- Minimum of four years’ experience working with USAID desirable
- Excellent interpersonal and communications skills.
- Demonstrated leadership, versatility, and integrity.
- Strong analytical skills with attention to details
- Excellent computer skills such as proficiency with Microsoft Excel
- Compile financial data using Excel’s functions to analyze and project financial data
- Assemble invoice backup detail for delivery in Acrobat PDF
- Strong communication and interpersonal skills
- Fluency in English required
Keys to Success:
- Proactive: The ideal candidate would be involved in all project processes and procedures (on a sample basis) at key stages of the execution of an agreement and/or the payment to an individual/vendor to ensure compliance.
- Informed: The ideal candidate would review and refer staff to comply to regulations, USAID policies, and organizational policies and procedures such as Policy Manual, etc.).
- Monitor: The ideal candidate would be able to “trust but verify” through independent vendor and market rate confirmations.
- Build trust: The ideal candidate would build trust among colleagues to make them comfortable reporting concerns or issues. Additionally, the ideal candidate would show colleagues that reporting is encouraged, through management support, and that there is no retaliation for properly reporting concerns or issues.
Supervision:
- The Finance Officer will report directly to the Finance Manager.
