Policy Research Expert – Nigeria Peacebuilding (Anticipated)

Location: Remote with travel to Nigeria (Plateau, Kaduna, and Taraba States)

Period of Performance: 75 days total (20 travel days in Nigeria, 55 remote days)

Background:
Navanti is seeking a highly qualified international expert for an anticipated proposal in support of GIZ’s PEACECORE II project: “Strengthening Capacities for Conflict Transformation and Livelihood for Groups in Vulnerable Situations in Nigeria’s Central Zone.” This program operates in Plateau, Kaduna, and Taraba states and focuses on:

  • Strengthening the capacity of government actors to de-escalate conflict
  • Supporting food security and livelihood initiatives
  • Promoting peaceful coexistence through infrastructure and rehabilitation

The proposed effort includes four main workstreams:

  1. Technical assessments, studies, and surveys
  2. Conceptualization and implementation of pilot projects for sustainable livelihoods
  3. Capacity building through training and coaching
  4. Support for infrastructural development for social cohesion

Core Responsibilities:
The Policy Research Expert will supervise a team of experts in the design, execution, and reporting of:

  • 3 research projects (tentative topics: environmental sustainability; mental health and psychosocial support; conflict transformation and livelihoods)
  • 2 technical assessments (tentative topics: mining; trade relations between agriculturalists and pastoralists)

The role requires managing actionable policy research management, peacebuilding and conflict transformation, as well as food security and livelihoods, strong management experience supervising multinational teams, and specific experience within the context of Nigeria’s Central Zone.


Required Qualifications and Experience:

Education:

  • Post-graduate degree in development, economics, law, business development, international relations, peace and security, or a relevant field

Experience:

  • Minimum 7 years of international experience in actionable policy research
  • At least 5 years of experience researching topics related to food security, environment, and livelihoods
  • Minimum 5 years of experience working in or on West Africa
  • At least 3 years of work experience in a region outside of West Africa
  • Minimum 5 years of experience consulting for development cooperation projects
  • Strong technical expertise in peacebuilding, conflict transformation, and sustainable livelihoods
  • Demonstrated experience managing multinational teams
  • Specific experience in Nigeria’s Central Zone

Language:

  • Operational proficiency in English (C1)
