Background: Navanti has a requirement for a Finance Manager to support the Nigeria Third Party Monitoring Project (NTPMP), which assists USAID/Bureau for Humanitarian Assistance (BHA)/Nigeria by providing independent, verifiable data on the outputs and quality of its humanitarian assistance activities. This third-party monitoring (TPM) is critical in the non-permissive environment of Nigeria, where USAID/BHA/Nigeria staff are unable to visit activity sites. The NTPMP enables USAID/BHA/Nigeria to ensure oversight and accountability of implementing partners, mitigate risks, and improve the delivery of goods and services. TPM findings will inform real-time program adjustments, future program designs, and ensure program accountability.
The Finance Manager will oversee the financial management of the NTPMP team, which will work closely with USAID/BHA/Nigeria staff, USAID implementing partners, and other key stakeholders, including development partners in Nigeria and USAID/Washington stakeholders. The Finance Manager will ensure effective financial recording and timely reporting of project financials as well as annual financial reporting based on funder regulations; provide monthly bank account reconciliations; monitor project work plans and budgets; and initiate quarterly work-plan audits to determine expenditure levels and ensure compliance.
